Steel, Redevelopment Director <br />SUBJECT: Consideration and Approval of Resolution Authorizing the <br />Submittal of an Application to the California State Department <br />of Housing and Community Development for Funding Under <br />the CALHOME Program; the Execution of a Standard <br />Agreement if Selected for Such Funding and Any Amendments <br />Thereto; and any Related Documents Necessary to Participate <br />in the CALHOME Program. (Manufactured Housing NOFA) <br />DATE: January 4, 2001 <br />Background <br />On November 7, 2000, the State of California Housing and Community Development <br />Department (HCD) announced a Manufactured Housing Notice of Funding Availability <br />(NOFA) under the CalHome Program. HCD has approximately $9.5 million to provide <br />funding to local public agencies for the rehabilitation or replacement of substandard owner - <br />occupied manufactured housing units. <br />Established by SB 1656 (Alarcon), the CalHome Program is a homeownership program <br />designed to make funds available to support existing homeownership programs, which are <br />operated by local public agencies and aimed at low -and very low-income households. <br />The program requires applicants to have been operating housing programs for a minimum of <br />four years prior to the date of application and to have successfully performed the activity for <br />which it is applying for a minimum of the two years preceding the application due date. The <br />application due date is January 25, 2001. The State anticipates awarding the funds in late <br />April 2001. <br />Applications will be rated, ranked and funded based on an application's score relative to all <br />other applications. The highest scoring applications will be funded in compliance with state <br />geographic set-aside requirements for distribution of the funds. <br />Successful applicants shall enter into a Standard Agreement with HCD for a term of 28 <br />months from the date of the award letter.
