Kivley, Assistant to t e City Manage <br />Subject: Professional Services Agreement with David Tu ch a d Associate <br />Date: March 27, 2001 <br />BACKGROUND <br />In today's modern world, it is highly desirable and in some situations extremely necessary to have a <br />strong voice emphasizing the City's position regarding legislative issues. It is also very important to have <br />an advocate promoting our interests and needs in our nation's capitol. Hard work and experience provide <br />the avenues for legislative success and rewards. In addition, it is necessary to have close working <br />relationships with many Members of Congress, especially the strategic committees such as the House and <br />Senate Appropriations Committees. The requirements and demands of the daily operations of city <br />government make it virtually impossible for staff to cultivate and maintain this type of personal contact <br />with the respective legislative decision makers at the national level. Contracting with an organization with <br />previously established relationships with congressional representatives and has experience in the areas of <br />importance to the City of Colton, enhances are ability to receive significant federal monies and provides <br />that strong local voice. <br />DISCUSSION /ANALYSIS <br />The City of Colton has several major infrastructure and facility projects that because of their cost require <br />alternative funding. These infrastructure improvements require millions of dollar and include, but are not <br />limited to, such projects as CSDP 3-5 Storm Drain, 24-hour Public Access Alternative Fuel Site, Grade <br />Separations at Valley Boulevard and Hunts Lane, Mt Vernon and I-10 Grade Separation and Santa Ana <br />Bridges, Reche Canyon Improvements and Widening and Public Safety Facility. Knowing the need for <br />millions of dollars to complete these and other major projects within the City of Colton, staff believes <br />contracting for profession assistance in securing funding from the federal government is very important. <br />The Agreement calls for meetings with the Mayor and respective Council Members as well as the City <br />Manager and other staff. These meetings will allow the firm the opportunity to get a good general feel <br />for the City, our needs and priorities. This knowledge will enable the firm to: <br />1) Attract smaller discretionary money sources when unexpected opportunities arise during the <br />legislative year, and <br />2) Advocate for larger dollars for major projects based on the established priority or need. <br />The Agreement is for one year beginning April 1, 2001. The Agreement outlines the firms reporting <br />responsibilities to the City including, grounds for termination of the Agreement should this be necessary. <br />This profession agreement for legislative advocacy services, when executed, authorizes firm to begin work <br />on behalf of the City of Colton for project specific funding at the federal level. <br />FINANCIAL IMPACT <br />The cost of the professional services agreement for federal legislative advocacy services for one year is <br />$39,000. In order to fund this agreement, it is necessary for the City Council to increase the <br />appropriation for account number 100-6020-6020-2350 by $39,000. The current account balance is <br />$5,504. Attached is a budget resolution authorizing the appropriation of the requested dollars. <br />Item #10 <br />
