REDEVELOPMENT AGENCY <br />FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of April 3, 2001 <br />TO: Honorable Mayor and City Coilmembers <br />APPROVAL: Henry Garcia, Executive Direct <br />FROM: Robb Steel, Redevelopment Director< <br />SUBJECT: Receive and File Report Regarding the Expiration of <br />Interim Urgency Ordinance 0-03-01 that Established a <br />Moratorium on new Recreational Vehicle Dealerships <br />within the City Of Colton. <br />DATE: <br />Background <br />March 26, 2001 <br />On February 20, 2001, the Agency Board adopted Ordinance No. O- 03-01 which prohibited <br />the establishment of additional recreational vehicle ("RV") dealerships within the City of Colton <br />for a period of 45 days, pending the completion of a study on the effects of establishing new <br />RV dealerships and the adoption of possible amendments to the city's land use regulations. At <br />the time the City Council considered this item, there were no RV dealership applications <br />pending and, as of this date, there are no current RV dealership applications. <br />Following the adoption of Ordinance No. 0-03-01, Agency staff met with representatives from <br />the Community Development Department and City's Attorney's office to determine certain <br />issues to study regarding the impacts that may result from the permitting of additional RV <br />dealerships in the City. At this meeting the group discussed: <br />■ the City's existing land use regulations regarding siting new RV Dealerships, <br />■ the legal appropriateness of amending or establishing new land use regulations; <br />■ the direct or indirect effect of such land use amendments may have on competition <br />and whether these considerations are appropriate public policy matters; <br />■ the various locations the City would wish to allow new or expanded RV dealerships <br />in the City given their unique physical and environmental impacts; and <br />■ the appropriate conditions of approval to be imposed upon all RV applications. <br />Item #13 <br />
