REDEVELOPMENT AGENCY
FOR THE
CITY OF COLTON
For the City Council Meeting of May 15, 2001
TO: Honorable Mayor and Councilmembers
APPROVAL: Henry Garcia, City Manager
FROM: Robb Steel, Redevelopment Directof
SUBJECT: Consideration and Adoption of a Resolution Approving a
Mitigation and Property Owner Redevelopment Agreement by
and between Squires Lumber Company Inc., Paxson Family
Trust, the Redevelopment Agency for the City of Colton and the
City of Colton.
DATE: May 7, 2001
Background
On August 17, 1999, the Agency Board approved Resolution No. 741 which approved entering
into an Owner Participation Agreement (OPA) with Dominguez Plaza, LLC, for that property
located at 201-225 Valley Blvd. The Dominguez Plaza OPA provided that the Developer would
remodel and renovate the Motel, attract a new national franchise operator, remodel the other
buildings on the site, as necessary, to attract and retain tenants, install new landscaping and
other public improvements surrounding the site, and, if feasible, construct a fourth
building/restaurant on the property. The OPA also provided that the Agency would use its best
faith efforts to aid the Developer in securing the vacation of one-half of "H" Street so that it could
be consolidated into the project to provide additional secured on-site parking for the newly
renovated hotel.
On April 17, 2001, the City Council approved a General Plan Amendment and adopted a
Resolution to vacate the south one half of "H" Street from 9th and 10th Street and designate that
portion of "H" Street to a "service" or frontage road with a width of 28 feet. Due to the reduction
in width and the need to allow two way traffic flows, all public parking on "H" Street between 9th
Street and 10th Street will be prohibited. Based upon the smaller street width on "H", certain
uck turning movements into and out of Squires Lumber Company's commercial driveway
t cated on "H" Street may be impacted. Based upon these perceived impacts, certain special
onditions of approvals were placed on the Dominguez Plaza project including a requirement to
e -construct the north-east corner of 9th Street and "H" Street to a 35' radius to accommodate
otential truck turning movements as well as the requirement to reconstruct and widen Squires'
th Street driveway access up to 40' in width to accommodate larger trucks and commercial
ehicle access.
owever, if Squires' 9th Street driveway is widened to a width of 40 feet, then an existing
torage shed that is located adjacent to the current alley/driveway will be directly in the path of
Item #9
