CITY OF COLTON CITY COUNCIL/COLTON UTILITY AUTHORITY/ COLTON PUBLIC FINANCING AUTHORITY AND COLTON HOUSING AUTHORITY SPECIAL MEETING MINUTES November 1, 2023 A Special Meeting of the City Council of the City of Colton was held at 5:00 p.m. on the above- given date in City Hall, located at 650 North La Cadena Drive, Colton, California, Mayor Navarro presiding. Notice of Special Meeting was given on October 31, 2023, in compliance with Government Code Section 54956(a). CITY COUNCIL ROLL CALL Councilmembers present were MPT Toro, Chastain, Gonzalez, Echevarria, and Mayor Navarro. COUNCIL MEMBERS ABSENT None STAFF PRESENT City Manager Smith, City Attorney William Priest, and Deputy City Clerk Vargas MAYOR AND COUNCIL ITEMS POSSIBLE CONFLICT OF INTEREST DISCLOSURES FOR THE COUNCIL MEETING OF NOVEMBER 1, 2023. GIFT DISCLOSURES Mayor Navarro asked the members present if there were any agenda items that were a conflict of interest pursuant to CMC Section 2.04.030. None disclosed. AB 1234 ORAL REPORTS Mayor Navarro asked the members present if there were any brief reports on meetings attended at the expense of the City. (GC Section 53232.3(d). None disclosed. BUSINESS ITEMS 1. Discussion- Solid Waste Franchise Agreement- Discussion and Possible Direction to Staff Pertaining to the Current Solid Waste Franchise Agreement. Staff Presentation City Manager Bill Smith introduced the item and explained that this discussion workshop is a result of the City Council's direction which was given at the September 19, 2023 Council Meeting. At that meeting Council had discussed proposals from the City's Solid Waste Hauler (CR&R). These proposals were originally presented to Council at the August 15, 2023 Council Meeting. Brian Dickinson, Public Works and Utilities Director,presented for Council consideration, an overview of the agenda item. 1
