CITY OF COLTON AGENDA REPORT For the Council Meeting of June 5, 2001 TO: Honorable Mayor & City Council FROM: Ronald C. Kenny, Director of Parks, Recreation and Family Services SUBJECT: Three Resolutions, 1.) Resolution Initiating Proceedings, 2.) Preliminary Approval of the Engineer's Report, and 3.) Resolution of Intent for the 2001-2002 Fiscal Year Assessment Levy of the City Wide Landscape and Lighting Maintenance District No. 1, Fiscal Year 2001-2002 and Declaring Intention of a Public Hearing Regarding the L.L.M.D. for June 19, 2001 DATE: May 22, 2001 BACKGROUND: The City Council previously formed a Landscape and Lighting Maintenance Assessment district. This formation was accomplished pursuant to the provisions for Landscaping and Lighting Act of 1972, Part 2 of Division 15 of the Streets and Highways Code of California. This Act provides for the levy and collection of assessments by the County of San Bernardino for the City of Colton to pay the maintenance and services of lighting, landscaping, and all appurtenant facilities and operations related to the L.L.M.D. No. 1. The L.L.M.D. consists of 8 Zones, of which five (5) Zones have an annual levy. The benefit Zones are Cooley ranch (Zone 1), La Loma Hills (Zone 3), Old Colton (Zone 4), Reche Canyon (Zone 5) and West Valley (Zone 8). The improvements within the District include; turf, ground cover, street trees, irrigation systems, perimeter landscaping, slopes, open space, lighting systems and all necessary appurtenances. The costs associated with the improvements are equitably spread between all benefiting parcels within the Zones. Only parcels that receive direct benefit from the improvements are assessed. DISCUSSION/ANALYSIS: Prior to a Public Hearing the Act requires that certain resolutions be adopted. The required resolutions are Initiating Proceedings for the Annual Levy of Assessments, Declaring Intention to Levy the Annual Assessment and Preliminary Approval of the Annual Levy Report, prepared by Muni Financial, Inc., the Landscape Maintenance District Engineers. item #15 LLMD Agenda 05/29/01
