Item #18 <br />REDEVELOPMENT AGENCY FOR THE <br />CITY OF COLTON <br />For the City Council Meeting of <br />July 17, 2001 <br />TO: Honorable Mayor and City Councilmembers <br />FROM: Kathy Kivley, Assistant to the Cityer <br />Robb Steel, Redevelopment Direct <br />SUBJECT: Request to Solicit Bids for Construction of Traffic Signal at <br />Hunts Lane and Cooley Drive. <br />DATE: July 9, 2001 <br />Background <br />On February 1, 2000 the City Council adopted Resolution R- 08-00, which approved the appropriation <br />and expenditure of certain Redevelopment Agency tax increment funds for the acquisition, installation <br />and construction of various public improvements which benefit the Santa Ana River Redevelopment <br />Project Area. Included in the list of projects was the construction a new traffic signal at the <br />intersection of Hunts Lane and Cooley Drive. <br />Discussion <br />Contract documents and specifications for the project have been prepared by GTS Associates. The <br />Engineer's estimated cost for the project is $150,957 including contingencies. The original cost <br />estimate for this project was $146,400. Please refer to copy of the Engineer's construction cost <br />estimate attached to the staff report as Exhibit "A." <br />The scope of the work will include the installation of a traffic signal at the intersection of Hunts Lane <br />and Cooley Drive. Since the City limits run down the centerline of Hunts Lane part of the signal <br />improvements will be located in the City of San Bernardino and will require the issuance of an <br />encroachment permit. City staff has contacted the City of San Bernardino to secure the permit and <br />anticipate this to be obtained prior to awarding the bid. Although part of the signal project will be <br />located in and benefit the City of San Bernardino the entire cost of the project and the ongoing <br />maintenance of the traffic signal will be the responsibility of the City of Colton. <br />The City recently advertised and solicited bids for two (2) traffic signals in Reche Canyon; however, <br />no bids were received from any contractors. If Council authorizes staff to solicit bids for the <br />Cooley/Hunts signal, staff will combine the two signal projects into one larger project that would be <br />more attractive to contractors to submit a bid on. Combining the two projects should not delay the <br />ultimate construction of the Reche Canyon signals as they would also need to be re -advertised and <br />the bid would be awarded at the same time. <br />Item #18 <br />
