CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF FEBRUARY 7, 2006
TO: Honorable Mayor and City Council
FROM: Jeannette Olko, Electric Utility General Manager
SUBJECT: Request approval of Professional Services Agreement with AC Electric
Systems for General Electrical Engineering Services
DATE: January 31, 2006
BACKGROUND:
The City of Colton Electric Utility Department requires the services of an electrical engineer for a wide
range of projects. These engineering services are essential for adequate and reliable system operations and
improvements. The Electric Department has been without an "in-house" engineer since the resignation of
the Electrical Systems Engineer in September 2005.
DISCUSSION/ANALYSIS:
Colton Electric has contacted AC Electric Systems and negotiated for the part-time services of an
engineer to under fill our vacant engineering position. AC Electric Systems will provide one engineer,
on-site, 20 hours per week, at the rate of fifty dollars per hour to Colton. The contract term will be for
one year, with an option to renew for two additional one year terms.
Section 3.08.140 of the Colton Municipal Code provides an exception to the bidding requirements when
the City Manager has determined that it is in the best interests of the City and its administrative
operations to dispense with public bidding. The City of Banning recently entered into a similar
agreement with AC Electric Systems to provide engineering services for their electric utility. Staff feels
this arrangement will best meet the needs of the utility at this time.
FINANCIAL IMPACT:
Funds are budgeted and available in account number 520-8000-8002-2350-0923-000, Professional
Services, Engineering Division.
ALTERNATIVES:
Recruit and appoint an Electrical Engineer. This would take a considerable amount of time and the
current needs would not be addressed.
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST:
Name of Company: AC Electric Systems
President: Fernando Calderon, P.E.
Contact: Jim Rau
