CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF FEBRUARY 7, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; PW DIRECTOR/CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION AUTHORIZING THE SUBMITTAL OF TWO <br />APPLICATIONS FOR SENATE BILL 1346 RUBBERIZED ASPHALT <br />CONCRETE GRANT PROGRAM' REQUESTING $50,000 IN GRANT <br />FUNDING. <br />DATE: JANUARY 30, 2006 <br />BACKGROUND: <br />The California Integrated Waste Management Board (CIWMB) oversees the Tire Recycling Act <br />and related legislation. To encourage tire recycling the CIWMB is offering the Senate Bill 1346 <br />Rubberized Asphalt Concrete Grant Program. This program has set aside $1,663,000 for eligible <br />projects. Eligible projects will include those which use a minimum of two thousand five hundred <br />tons of rubberized asphalt concrete; applicants must utilize rubberized asphalt concrete consisting <br />of twenty pounds or more crumb rubber made from California waste tires per ton of rubberized <br />asphalt concrete. Reimbursement is only available for up to twenty thousand tons of rubberized <br />asphalt concrete. An applicant can apply for a project requesting up to $50,000. <br />DISCUSSION/ANALYSIS: <br />The City anticipates submitting one project application requesting $50,000 and providing a fifty <br />percent match ($25,000). The application will request funds to slurry various streets using <br />rubberized asphalt and supplement the scheduled 2006/2007 Slurry Seal Project as listed in the <br />City's Five Year Measure I Plan. <br />FINANCIAL IMPACT: <br />The $25,000 match will not financially impact the General Fund as the funds are available in <br />Measure I expenditure account 450-0615-6970-3890. <br />ENVIRONMENTAL IMPACT: <br />Not Applicable. <br />CONFLICT OF INTEREST: <br />Not applicable. <br />7/10/03 City Clerk's Office Cb <br />
