CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MARCH 7, 2006 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., CITY ENGINEER <br />SUBJECT: NOTICE OF COMPLETION/ACCEPTANCE FOR PHASE IV and V <br />SLURRY SEAL PROJECT (FY 2005-2006). <br />DATE: FEBRUARY 27, 2006 <br />BACKGROUND: <br />On September 6, 2005, the City Council authorized the award of contract for Phase IV and V Slurry <br />Seal Project (Fiscal Year 2005-2006) to Pavement Coatings Company in the amount of <br />$735,755.20. The scope of the projects included crack sealing, slurry seal, and 2" grinding and <br />rubberized asphalt overlay on various streets in District 4, 5, and 6. It also includes installation of <br />damaged traffic signal loop detector, and pavement markings and striping. <br />RDA Funding <br />On December 7, 1999, the Agency Board approved a list of public improvement projects which <br />were recommended for funding by the Santa Ana River Citizens Advisory Committee. On March <br />20, 2001, the Agency and the City entered into a Funding and Construction Management <br />Agreement (CMA) to install and construct the public improvement projects. To -date, all of the <br />projects identified in the Construction Management Agreement have been completed (with the <br />exception of the Washington Street Median and Landscaping). <br />Amendment No. 1 of the CMA entered into by the City and the Redevelopment Agency on the 4a' <br />day of June 2002 deleted the Hunts Lane Street Lighting and Landscaping and Sidewalks projects <br />from the list of projects and reduced the total funding available for these projects from $1,699,720 <br />to $1,642,720. On March 2, 2004, the City Council approved Amendment No. 2 to the Santa Ana <br />River CMA that added the following three project locations identified in the CMA Amendment No. <br />2 as: Reconstruction of Cooley Ranch Wood Subdivision, Cooley Drive from I-215 to Cooley Lane <br />and Old Ranch Road. <br />The three (3) above mentioned projects were combined with three (3) CIP projects, within this area, <br />namely Slurry Seal Phase I (District 5 only), Washington Street Improvement and Reche Canyon <br />Road Improvement have been completed. The three (3) projects mentioned in the No. 2 <br />Amendment to the CMA have been funded by Bond Proceeds designated for these projects, some <br />of which is a result of savings from some of the other proposed and completed projects in the <br />
