CITY OF COLTON <br />AGENDA REPORT <br />For Colton Utility Authority Meeting of May 2, 2006 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AMEND SOLID SOLUTIONS CONTRACT FOR ADDITIONAL SLUDGE <br />HAULING AT THE WASTEWATER TREATMENT PLANT IN AN AMOUNT <br />NOT -TO -EXCEED $100,000 <br />DATE: APRIL 24, 2006 <br />BACKGROUND <br />Bio -solids are extracted from the wastewater during treatment and must be disposed of in an <br />environmentally safe and acceptable manner consistent with EPA regulations CFR 503. Our <br />previous contract with Synagro removed about 2,700 tons during fiscal year 04-05. 2005 was <br />an extremely wet winter and much of the Bio -solids remained in the drying beds. The staff has <br />cleaned many of the beds that were not previously cleaned including sludge that was <br />temporarily placed into the lagoon during 2003. The stock piles of sludge are from the previous <br />two to three years. Solids Solutions recently removed 3,000 tons. This was about 66 percent of <br />the bio -solids already in stock piles as of 2006. <br />DISCUSSION/ANALYSIS <br />On September 6, 2005, the Colton Utility Authority awarded the contract to Solid Solutions, <br />L.L.C. for Sludge Hauling of Class A in an amount not -to -exceed $142,500 and Sludge Hauling <br />of Class B in an amount not -to -exceed $133,500. Per the terms and conditions of the Council <br />approved and executed agreement effective September 30, 2005 through June 30, 2006. The <br />City reserves the right to automatically extend the agreement through June 30, 2007 by <br />providing written notice on or before June 30, 2006. <br />It is recommended the bio -solids continue to be removed at the class "B" rate ($44.50 per ton) <br />which is $3.00 per ton less than class "A". It is requested that the contract to Solid Solutions is <br />amended to add an additional $100,000 to further remove all of the bio -solids from the plant. <br />FINANCIAL IMPACT <br />Sufficient funds are available in the Wastewater Professional Services Account 522-8200-8200- <br />2350-0000-000 for sludge hauling. <br />ENVIRONMENTAL IMPACT <br />The State of California and County of San Bernardino govern the environmental manner in <br />which bio -solids are disposed.
