Zamora, Community Development Director <br />SUBJECT: Approval to Amend Professional Services Agreement with Michael <br />Brandman Associates (MBA) to Provide Professional Environmental <br />Services/CEQA Processing for the Proposed Iron Horse Hills Residential <br />Development Project, Tentative Tract Map No. 16798, File Index <br />Number DAP -000-343. <br />DATE: April 25, 2006 <br />BACKGROUND: <br />On June 7, 2005, the City Council approved a Professional Services Agreement in the amount of <br />Ninety Thousand Twenty Dollars ($90,020.00) with Michael Brandman Associates (MBA) to <br />provide professional environmental services and prepare an Environmental Impact Report (EIR) <br />for the Iron Horse Hills Residential Development Project, Tentative Tract Map No. 16798, as <br />proposed by Colton Land Investments, LLC, (File Index Number DAP -000-343). <br />Colton Land Investments, LLC, submitted a development application requesting approval of an <br />environmental assessment, a Specific Plan Amendment to the Reche Canyon Specific Plan, and <br />approval of Tentative Tract Map Number 16798, a proposal to subdivide approximately 119.6 <br />acres of vacant land to provide for 247 residential lots on approximately 36 acres, open space on <br />72 acres, and 11 acres of streets and other public improvements. Subsequent to submittal of the <br />application, meetings with adjacent residents, and two public workshops with the Colton Planning <br />Commission, the applicant has reduced the number of residential lots to 186. The project site is <br />located east of Barton Road and south of Hilltop Drive, located within the Reche Canyon Specific <br />Plan area. <br />The consultant has completed the Draft EIR and it is currently being publicly circulated for <br />comments as required by the California Environmental Quality Act (CEQA). However, additional <br />work and analysis was required beyond the original Scope of Work and Budget, therefore, staff is <br />requesting approval of an Amendment to the MBA Professional Services Agreement in the <br />amount of Ten Thousand Three Hundred and Fifty Dollars ($10,350.00) to cover the additional <br />work that went beyond the original Scope of Work. All costs for the project are being paid by the <br />applicant; there is no impact to the City General Fund. <br />ANALYSIS/DISCUSSION: <br />During the preparation of the Draft EIR additional work beyond the original Scope of Work and <br />Budget was required for the following items: (A) Air Quality—to address CO Hotspot Analysis due <br />to a revised traffic study; (B) Biology—to address professional time and coordination for resolution <br />and preparation of biological issues in support of the DEIR; (C) New Traffic Peer Review—to <br />address a review of a revised traffic study for the proposed project; (D) Screencheck DEIR—For <br />changes in the project and coordination work with the applicant; (E) Project Workshop—For costs <br />
