DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE THE FIRST AMENDMENT TO THE ORIGINAL CONTRACT <br />WITH TRANSPORTATION ENGINEERING AND PLANNING, INC. IN <br />THE AMOUNT OF $31,573.25, FOR THE COLTON BIKE LANE <br />PROJECT. <br />DATE: <br />MAY 25, 2006 <br />BACKGROUND: <br />The City of Colton entered into a contract with Transportation Engineering and Planning, Inc for the <br />environmental analysis of the Colton Bike Lane on the 20th of December 2004. The original <br />contract was written in the amount of $24,500. Originally, the scope of work included providing <br />professional environmental engineering services that included: record searches, Native American <br />consultation, area of potential effect map, field survey, Historic Property Survey Report (HPSR), <br />Archaeological Survey Report (ASR), Historical Resources Evaluation Report (HRER), and traffic <br />counts for the Colton Bike Lane Project and the Main and Iowa Project. <br />DISCUSSION/ANALYSIS: <br />Additional time and work has been required of the consultant to complete and comply with the <br />requests made by Caltrans for the environmental phase of the Colton Bike Lane Project. The <br />corresponding additional work needed includes: revisions to the APE, additional research needs, <br />additional meetings, the need to change the Archeological Survey Report from a positive finding to <br />a negative finding, and responsiveness to the complications with the required Cultural Report. Due <br />to unanticipated Project needs the consultant is requesting a $31,573.25 budget adjustment; the <br />increased adjustment will require Council approval per section 3.08.070 (g) of the purchasing <br />ordinance. Staff requests Council approve the increase in compensation to circumvent further <br />delays to the completion of the environmental phase of the Colton Avenue Bike Lane Project as <br />allowed by the purchasing ordinance section 3.08.140 (e).
