CITY OF COLTON AGENDA REPORT FOR COUNCIL MEETING OF June 06, 2006 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: AMER JAKHER, P.E.; P.W. DIRECTOR / CITY ENGINEER SUBJECT: APPROVE THE FIRST AMENDMENT TO THE ORIGINAL CONTRACT WITH TRANSPORTATION ENGINEERING AND PLANNING, INC. IN THE AMOUNT OF $31,573.25, FOR THE COLTON BIKE LANE PROJECT. DATE: MAY 25, 2006 BACKGROUND: The City of Colton entered into a contract with Transportation Engineering and Planning, Inc for the environmental analysis of the Colton Bike Lane on the 20th of December 2004. The original contract was written in the amount of $24,500. Originally, the scope of work included providing professional environmental engineering services that included: record searches, Native American consultation, area of potential effect map, field survey, Historic Property Survey Report (HPSR), Archaeological Survey Report (ASR), Historical Resources Evaluation Report (HRER), and traffic counts for the Colton Bike Lane Project and the Main and Iowa Project. DISCUSSION/ANALYSIS: Additional time and work has been required of the consultant to complete and comply with the requests made by Caltrans for the environmental phase of the Colton Bike Lane Project. The corresponding additional work needed includes: revisions to the APE, additional research needs, additional meetings, the need to change the Archeological Survey Report from a positive finding to a negative finding, and responsiveness to the complications with the required Cultural Report. Due to unanticipated Project needs the consultant is requesting a $31,573.25 budget adjustment; the increased adjustment will require Council approval per section 3.08.070 (g) of the purchasing ordinance. Staff requests Council approve the increase in compensation to circumvent further delays to the completion of the environmental phase of the Colton Avenue Bike Lane Project as allowed by the purchasing ordinance section 3.08.140 (e). The first amendment to the Agreement would increase the total contract compensation to $56,073.25. FINANCIAL IMPACT: Funding for this project is available in account: 457-9165-6983-3890.
