ITEM #21 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF AUGUST 15, 2006 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AS NEEDED WATER ENGINEERING SERVICES CONTRACT WITH KRIEGER <br />& STEWART IN AN AMOUNT NOT -TO -EXCEED $50,000. <br />DATE: AUGUST 7, 2006 <br />BACKGROUND: <br />Krieger & Stewart, consultant for the City's 1998 Water Master Plan, recommended <br />improvements, which are intended to enable Colton to meet anticipated water requirements by <br />2010. The Water Utilities Division contracts with Krieger & Stewart on an as -needed -basis for <br />miscellaneous engineering services for the City's Domestic Water System. The engineering <br />services are used for emergencies and various projects for the water system. <br />DISCUSSION/ANALYSIS: <br />During the current Fiscal Year Krieger and Stewart will be utilized for several projects, which <br />include additional infrastructures for the water system, such as wells, reservoirs, booster stations <br />and SW44 Center Street Project. <br />These services will result in expending over $25,000 for engineering services. The majority of <br />the expenses will fall under the 1998 Master Plan recommended improvements. Krieger & <br />Stewart has exceptional knowledge of the City's water system; no competitive advantage would <br />have been gained by the public bidding process in accordance with section 3.08.140 exceptions <br />to competitive bidding non public projects. Staff estimates the cost for these various projects to <br />be $50,000. <br />FINANCIAL IMPACT: <br />Sufficient funds are available in the Professional Services Account Number 521-8100-8101-2350- <br />0000-000. <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST — Gift Disclosure Requirements <br />Exact Business Name: Krieger & Stewart, Inc. <br />President or Equal: Mark Messersmith,Vice-President <br />Contact: Charles A.
