Navarro presiding. <br />Roll Call <br />Council members present were Frank Navarro, David Toro, Kelly Chastain, Luis S. Gonzalez, <br />John Echevarria. <br />Also present was City Clerk Isaac T. Suchil <br />Staff present were William R. Smith, City Manager and Marco Martinez, City Attorney. <br />Public Comment - Closed Session <br />There were no public comments. <br />Closed Session <br />City Attorney Marco Martinez announced that the City Council would meet in Closed Session <br />to discuss Items 1 through 3, but Item 4 would be continued to a future meeting. <br />
