ITEM #3 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF March 20, 2007 <br />TO: Honorable Mayor and City Council <br />FROM: Tom Hendrix, Fire Chief <br />SUBJECT: Public Hearing to Discuss the City's Weed Abatement Program <br />DATE: March 7, 2007 <br />BACKGROUND: <br />Annually, each Spring and Fall, the Fire Department administers the City's Weed Abatement <br />Program. <br />DISCUSSION/ANALYSIS: <br />At the regular City Council Meeting on March 6, 2007, the City Council approved Resolution <br />Number R-32-07 declaring weeds, rubbish and trash a public nuisance and directing the Fire <br />Chief to give notice and provide for the abatement. <br />At this time, the City is entering into the Spring Program. Notices have been sent to all vacant <br />property owners as identified and reported from the San Bernardino County Tax Assessor. <br />Abatement proceedings are scheduled to begin May 1, 2007. <br />FINANCIAL IMPACT: <br />Total contractor fees for the 2007 Weed Abatement Program are estimated at approximately <br />$30,000. Additional associated operating costs are estimated at $4,000 and include items such <br />as notification, mailings, and like incidental costs. These "pass-through" costs are recouped <br />through direct billing and the County Tax Rolls. Funds have been budgeted in the 2006-2007 <br />Fiscal Year Budget. <br />Funds to be Impacted: <br />General Fund Revenue - <br />General Fund Expenditures - <br />ENVIRONMENTAL IMPACT: <br />100-6710 — Weed Abatement <br />100-6090-6093-2350 — Professional Services <br />100-6090-6093-2300 — Office Supplies <br />Those parcels identified by the U.S. Fish and Wildlife Service as being possible habitat for the <br />Delhi Sands Flower Loving Fly have been noticed with recommendations on contacting the <br />Wildlife service for accepted abatement procedures. <br />
