DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2006/2007 CAPITAL IMRPOVEMENT PROGRAM (CIP) <br />BUDGET IN THE AMOUNT OF $10,000 AND AMENDING THE <br />CIP TO INCLUDE THE TRAFFIC SIGNALIZATION AT <br />RANCHO AND CEMENT PLANT ROAD PROJECT; <br />AUTHORIZE AWARD OF DESIGN CONTRACT FOR THE <br />TRAFFIC SIGNALIZATION AT RANCHO/LA CADENA DRIVE <br />PROJECT, TRAFFIC SIGNALIZATION AT RANCHO/AGUA <br />MANSA ROAD, TRAFFIC SIGNALIZATION AT <br />RANCHO/CEMENT PLANT ROAD AND A SCHOOL BUS DROP- <br />OFF SITE FOR THE DR. PAUL J. ROGERS ELEMENTARY <br />SCHOOL IMPROVEMENT PROJECT TO KATZ OKITSU AND <br />ASSOCIATES IN THE AMOUNT OF $55,715. <br />DATE: MARCH 13, 2007 <br />BACKGROUND: <br />On December 11, 2006, staff solicited professional service proposals for traffic improvements to <br />four locations. Currently, two of the busiest intersections in the City without a traffic signal are <br />Rancho Avenue/La Cadena Drive and Rancho Avenue/Agus Mansa Road. These two <br />intersections will continue to experience a high volume of traffic as both La Cadena Drive and <br />Rancho Avenue are collector roads for the 10 and 215 freeways. These two locations are <br />identified in the Capital Improvement Program (CIP) as traffic signalization projects and were <br />incorporated in the distributed request for proposals. <br />The proposal identified a third intersection in need of signalization improvements, Rancho <br />Avenue/Cement Plant Road. This intersection is frequented primarily by heavily loaded trailer <br />trucks, the traffic flow and safety along Rancho Avenue would improve if the intersection were <br />signalized. On March 7, 2007, the Mayor joined by Council Member David Toro, Council <br />Member John Mitchell, the City Manager, the Assistant City Manager, and the City Engineer met <br />with the California Portland Cement Plant Company to discuss the proposed design of the Cement <br />Plant Road and Rancho Avenue intersection. It was agreed that in lieu of the traffic signal <br />improvements to the Rancho/Cement Plant Road intersection, the California Portland Cement Plant <br />
