ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE COLTON UTILITY AUTHORITY MEETING OF APRIL 3, 2007 <br />TO: HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: AUTHORIZE FILING OF THE NOTICE OF COMPLETIONS FOR THE CAPITAL <br />IMPROVEMENT MAINLINE REPLACEMENT PROJECT FOR VARIOUS CITY <br />STREETS <br />DATE: MARCH 26, 2007 <br />BACKGROUND: <br />The City of Colton has numerous old steel water mains that are over 50 years old. The old steel pipes <br />are corroded with rust, causing leaks and discolored water to City customers. To correct the problem of <br />the discolored water and leaks in the old steel pipes, the Mainline Replacement Project was <br />implemented in November 2003 to replace the old steel pipes, starting in the Western Zone of Colton. <br />Beginning in August 2005, the Water Division staff identified numerous segments of water mains that <br />were in need of replacement. <br />DISCUSSION/ANALYSIS: <br />The contracts for the Mainline Replacement Project were awarded to Merlin Johnson Construction, Inc. <br />and Ross A. Guy & Son, Inc., in accordance with the City's policies and procedures for public <br />contracting. Through the Mainline Replacement Project, 28,073.49 feet of old steel pipe has been <br />replaced with Polyvinyl Chloride (PVC) pipe, as well as new fire hydrants and appurtenances being <br />added to the affected areas. A listing of the street segments where the pipeline has been replaced is in <br />the attached Exhibit "A." <br />California Civil Code section 3093 requires a Notice of Completion to be recorded for any public works <br />project. In compliance with this statute, City staff has prepared a Notice of Completion for each of the <br />twenty-three (23) completed pipeline replacements listed in Exhibit "A." <br />FINANCIAL IMPACT: <br />See attached Exhibit "B" for a listing of Account Numbers for budgeted funds for the above projects. <br />The completed areas of the Mainline Replacement Project came to a total of $1,425,616 of which <br />$950,000 was paid through bond proceeds and the remaining portion was paid with the Department's <br />water sales revenue. <br />ENVIRONMENTAL IMPACT: <br />None <br />
