CITY OF COLTON ITEM #12 AGENDA REPORT FOR COUNCIL MEETING OF May 15, 2007 TO: Honorable Mayor and City Council FROM: Jeannette Olko, Electric Utility General Manager SUBJECT: Approve One -Year Contract Extension with ENSR Consulting and Engineering, Inc. in an Amount Not -to -Exceed $17,575 DATE: May 07, 2007 BACKGROUND: In 1996, the Drews Substation and transmission lines were constructed to serve the Arrowhead Regional Medical Center and surrounding load. As part of the US Fish and Wildlife Service (USFWS) mitigation plan, the City entered into a Habitat Conservation Plan and Implementation Agreement. ENSR, an environmental consulting firm, has been providing consulting and compliance reporting services for the Electric Department to the USFWS with regards to the 7.5 acres set aside for Delhi Sands Flower -Loving Fly habitat. DISCUSSION/ANALYSIS: Per the City's agreement with USFWS, the City is required to continue to monitor, implement, and report on the habitat conservation plan related to site conditions and assure that the habitat is conserved per USFWS requirements. ENSR has expertise in this field and has been providing this professional service to the Electric Department since 1996. The existing contract expires June 30, 2007. ENSR is familiar with the City's habitat area and the contract with USFWS. They have continued to provide excellent services in helping the City to meet contract obligations established with USFWS. During the one-year extension period, the Electric Department, in conjunction with the City Manager's office, will look for alternatives for continued reporting on the mitigation site. ALTERNATIVES: Contract with another firm that provides the same service; however, for a one-year contract, it is not cost-effective considering the loss of knowledge and history of the mitigation site. FINANCIAL IMPACT: There will be $2,575 left from the current purchase order which will be rolled over to fiscal year 2007-2008. Additional funds of $15,000 are requested for FY 07-08. The compliance services cost will not exceed $17,575 without prior approval from the City Council. Funds have been budgeted in Professional Services Account No. 520-8000-8001-2350-0923-000. ENVIROMENTAL IMPACT: None.
