ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 15, LUU7 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: AMER JAKHER, P.E., PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE RESOLUTION INCREASED THE FISCAL YEAR <br />2006/2007 CAPITAL IMPROVEMENT BUDGET IN THE AMOUT <br />OF $245,000; AUTHORIZE AWARD OF A CONSTRUCTION <br />AGREEMENT FOR A TRAFFIC SIGNALIZATION PROJECT AT <br />THE 10TH STREET/G STREET/COLTON AVENUE <br />INTERSECTION TO NEW WEST SIGNAL AS THE LOWEST <br />RESPONSIVE AND RESPONSIBLE BIDDER IN THE AMOUNT <br />OF $230,304. <br />DATE: MAY 7, 2007 <br />BACKGROUND: <br />City staff applied for Article III grant funds in February 2005 to fund the following improvements: <br />1) signalizing the intersection of 10th Street and `G' Street and 2) installing a lighted pedestrian <br />crossing at `C' Street and Colton Avenue. On August 1, 2006, City Council accepted the awarded <br />Article III grant funds, totaling $245,000. <br />The proposed improvement will extend 10th Street to intersect with the G Street/Colton Avenue <br />intersection. The 10th Street /G Street and Colton Avenue intersection currently exists as a "4 way <br />STOP," where 10th Street runs north and south connecting to G Street on the south side only. At <br />this intersection 10th Street terminates in the northern direction before it reaches the G Street/Colton <br />Avenue intersection (see Exhibit A). <br />ANALYSIS/DISCUSSION: <br />Compliant with the bidding procedures established by the Section 3.08.090 of the purchasing <br />ordinance for public projects staff has formally bid the traffic signalization improvement for the <br />intersection of 10th and `G' Street. The bidding information for this project was advertised <br />beginning on April 20, 2007 and the bid opening was conducted on May 8, 2007. Staff received <br />formal proposals from two (2) firms, with their corresponding base bid amount as follows: <br />1. New West Signal $ 230,304.00 <br />2. Sierra Pacific Electrical Contracting $ 237,237.00 <br />
