CITY OF COLTON <br />AGENDA REPORT <br />FOR CITY COUNCIL MEETING OF <br />TO: Honorable Mayor and City Council Members <br />FROM: Bill Smith — Community Services Director <br />SUBJECT: Request Approval of Ordinance Amending Hours of Operation for <br />Colton City Parks <br />DATE: July 3, 2007 <br />ITEM #6 <br />BACKGROUND: <br />At their meeting of June 20, 2007, the Colton Recreation & Parks Commission passed Resolution <br />CRPC-07-01, requesting that the Colton City Council amend Section 12.24.130 of Chapter 12.24 <br />of Title 12 of the Colton Municipal Code, which sets hours of operation for Colton City parks. <br />Specifically, the Commission is requesting that the City Council consider changing the opening <br />hour for City parks from 5:00 a.m., to 6:00 a.m. <br />DISCUSSION/ANALYSIS: <br />The Recreation & Parks Commission approved this action, with a 6-0 vote, after viewing staff <br />research regarding park hours in neighboring communities. This survey table data is attached as <br />Exhibit A and indicates that the majority of neighboring cities do not open their parks to the public <br />prior to 6:00 a.m. The Commission feels that 5:00 a.m. is too early for City parks to be open to the <br />public, and that there is no appreciable lawful public demand for park usage during the hour <br />between 5:00 a.m. and 6:00 a.m. The Commission feels that by changing the opening hour to <br />6:00 a.m., this will better serve residents with safer parks, by prohibiting park usage during a time <br />when such usage is more likely to be unlawful or unsafe in nature. <br />FINANCIAL IMPACT: <br />None <br />ENVIRONMENTAL IMPACT: <br />None <br />CONFLICT OF INTEREST: <br />None <br />RECOMMENDATION: <br />Staff recommends that City Council waive full reading, read by title only and introduce an <br />Ordinance amending hours of operation for Colton City parks. <br />REVIEW TEAM ONLY <br />City Attorney: M-MOhLU'-e2j' <br />City Manager: <br />Finance Director: n - P -)-,L- A61, IaE <br />HR Director: <br />
