ITEM #18 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 7, 2007 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: AMER JAKHER, P.E.; PW DIRECTOR / CITY ENGINEER <br />SUBJECT: APPROVE AWARD OF A MAINTENANCE AGREEMENT TO ABILITY <br />COUNTS INCORPORATED, IN THE AMOUNT OF $37,272. <br />DATE: JULY 10, 2007 <br />BACKGROUND: <br />Partnerships With Industry (PWI) provided general janitorial services for the City of Colton since <br />September of 2002. PWI permanently closed its Inland Empire Office March 31, 2005. The <br />services that were provided by PWI have since been provided to the City by Ability Counts Inc. <br />Ability Counts Incorporated provides the City with the same services as were provided the City by <br />PWI. Ability Counts, like PWI assists adults with developmental disabilities to work within the <br />community. By allowing Ability Counts to absorb some of the janitorial tasks the City's Building <br />Maintenance staff is able to concentrate on higher level tasks and projects. <br />DISCUSSION/ANALYSIS: <br />Ability Counts has janitorial maintenance responsibility for five (5) of the nineteen (19) City facilities: <br />City Hall, Community Development, Main Library, Learning Center and Fire Station No. 1. With the <br />exception of the community centers, these five facilities incur the most public traffic of the nineteen <br />(19) facilities and require daily attention. The duties Ability Counts performs include: vacuuming, <br />dusting, trash pick up, window cleaning, bathroom cleanup, etc. Building Maintenance staff is still <br />doing the custodial duties for the 14 remaining facilities, when available staff does utilize restitution <br />workers and students to assist with these remaining facilities. <br />Section 3.08.140(e) of the city's Purchasing Ordinance provides that: 'When the city manager <br />determines that it is in the best interest of the City and its administrative operations to dispense with <br />public bidding for non-public projects under this chapter." The annual contract for Ability Counts is <br />in the amount of $37,272. If the City were to hire one (1) additional Maintenance Worker I to <br />provide these janitorial services it would cost the City approximately $60,000 per year, renewal of <br />this maintenance agreement provides the City a savings of $22,728. In addition, contracting with <br />Ability Counts Inc. promotes public welfare by providing Ability Counts' clients with opportunities to <br />learn job and interpersonal skills in a supervised setting. Staff requests the award of the attached <br />agreement as allowable per the city's Purchasing Ordinance Section 3.08.140 (e). <br />FINANCIAL IMPACT: <br />Funding for this service for fiscal year, 2007/2008, is budgeted in Building Maintenance's <br />professional services account: 605-6150-6211-2350.
