CITY OF COLTON ITEM #12
AGENDA REPORT
FOR COUNCIL MEETING OF August 7, 2007
TO: Honorable Mayor and City Council Members
FROM: Bill Smith, Community Services Director
SUBJECT: Approval of License Agreement with Old Timers Foundation for the
Provision of Senior Citizen Nutrition Services at Hutton and Luque
Community Centers and Authorization of the City Manager to Sign
Documents to Execute Said Agreement
DATE: July 30, 2007
BACKGROUND:
The County of San Bernardino, Department of Aging and Adult Services, contracted with the
Family Service Association of Western Riverside County to provide daily senior nutrition services
at Hutton and Luque Community Centers until June 30, 2007. This program provides meals to
senior citizens at the centers, between the hours of 11:30 a.m. and 12:30 p.m., Monday through
Friday. This contract between the County of San Bernardino and the Family Service Association
of Western Riverside County expired on June 30, 2007, and the County did not renew the
contract. Instead, the County secured a new contractor, the Old Timers Foundation, who took
over the contract on July 1, 2007 for provision of nutrition services at Hutton and Luque Centers.
The attached license agreement (Exhibit A) quantifies expectations and requirements of the new
contractor for the use of Hutton and Luque Centers. Said agreement will replace the current
agreement with the Family Service Association of Western Riverside County.
DISCUSSION/ANALYSIS:
The County of San Bernardino will continue to oversee the contract for the provision of senior
citizen nutrition services, and has assured City staff that the level of service provided by the new
contractor will be consistent with that provided by the previous contractor. Staff has met with
administrative representatives of the County of San Bernardino, as well as the Old Timers
Foundation. Staff is confident that the new contractor is qualified and able to provide a level of
service consistent with current program expectations.
FINANCIAL IMPACT:
None
ENVIRONMENTAL IMPACT:
None
CONFLICT OF INTEREST:
Old Timers Foundation
Gregory Alvarado — Director of Business & Service Development
(909) 829-0384
