ITEM #10 <br />CITY OF COLTON <br />REDEVELOPMENT AGENCY MEETING OF MARCH 4, 2008 <br />TO: HONORABLE AGENCY CHAIRPERSON AND BOARD MEMBERS <br />FROM: Candace Cassel, Economic Development DirectorCO5 <br />SUBJECT: Consideration and Approval of Agency Resolution No. 868 Approving a <br />Common Area Improvement Agreement by and Between the <br />Redevelopment Agency for the City of Colton and the Rancho Mediterrania <br />Homeowners Association. <br />DATE: February 27, 2008 <br />BACKGROUND: <br />The Agency acquired ownership of the Rancho Mediterrania Mobile Home Park (the "Park") in <br />1993 as part of a litigation settlement. Subsequently, the Agency subdivided the ownership of <br />the Park into a "Condominium Project." A homeowners association was formed as part of the <br />creation of the Condominium Project. In about 1994, the Agency began selling condominium <br />interests in the Park to individual owners as part of its Low to Moderate Income Housing <br />production. <br />Since 1994, the Agency has sold, approximately, two hundred thirteen (213) condominium <br />interests in the Park and currently owns approximately forty-six (46) condominium interests. In <br />1998, the Park began exhibiting problems with the electrical infrastructure causing power outages <br />to the residents. <br />When the electrical infrastructure system was originally installed in the Park, the design <br />specifications and materials used met code requirements in place at that time. The system is one <br />of direct burial, 15KV "high voltage" cable. Over the years, the cable has deteriorated due to <br />various aging factors, including moisture, animals and the soil corrupting the insulation layer. The <br />deterioration has caused intermittent power outages in the park. The power outages are <br />increasing in frequency causing the residents to go without power several hours at a time until the <br />problem can be isolated and repaired. The outages have also become a threat to the City's <br />electric system. <br />For the last few years Redevelopment Agency staff and the Rancho Mediterrania Homeowners <br />Association ("HOA") have been negotiating an agreement to address the electrical infrastructure <br />within the Park.
