ITEM #16 CITY OF COLTON AGENDA REPORT FOR THE CITY COUNCIL MEETING OF MAY 6, 2008 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: MARITZA TAPIA;INTERIM PUBLIC WORKS DIRECTOR SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR 2007/2008 CAPITAL IMPROVEMENT PROGRAM IN THE AMOUNT OF $75,000 TO INCLUDE THE ORANGE AVENUE AND PLEASANT VIEW AVENUE STORM DRAIN PROJECT; AUTHORIZE AWARD OF A CONSTRUCTION AGREEMENT TO NORIEGA ENGINEERING, INC., IN THE AMOUNT OF $68,231.00. DATE: APRIL 28, 2008 BACKGROUND: The neighborhood of Orange Avenue and Pleasant View Avenue experiences flooding when it rains. The drainage infrastructure servicing these streets is in need of improvement. The existing storm drain system can redirect daily surface runoff experienced along these streets but is not capacitated to function properly when it rains. The needed improvement to this storm drain system can be achieved by increasing the size of the existing storm drain pipe. Such an improvement will increase the capacity of water flow through the pipe and decrease the flooding in the affected residential vicinity. DISCUSSION/ANALYSIS: Staff requests the Fiscal Year 2007/2008 Capital Improvement Program be amended to include the Orange Avenue and Pleasant View Avenue Storm Drain Project. The proposed storm drain improvement is located between Orange Avenue on the north and Pleasant View Avenue on the south. The scope of work related to the project will provide for installation of: a 24" diameter HDPE drainage pipe, two catch basins (at entrance and end of pipe), 6' high block wall, asphalt paving, cross gutter, curb, sidewalk, driveway, pathways, and landscaping. The attached Exhibit A is a site layout identifying the noted improvements. Staff solicited informal bids for the Orange Avenue and Pleasant View Avenue Storm Drain Project (public project) as required by the Purchasing Ordinance Section 3.08.080 and received following bids. 1- Sol Construction, Inc. $70,560.00 2- Olivas Valdez, Inc. No response. 3- Portsmouth Construction No response. 4- Noriega Engineering $68,231.00 Staff requests authorization to award a construction agreement to the lowest responsive and responsible bidder, Noriega Engineering, in the amount of $68,231. 7/10/03 City Clerk's Office Cb
