ITEM #16 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL MEETING OF MAY 6, 2008 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: MARITZA TAPIA;INTERIM PUBLIC WORKS DIRECTOR <br />SUBJECT: APPROVE RESOLUTION INCREASING THE FISCAL YEAR <br />2007/2008 CAPITAL IMPROVEMENT PROGRAM IN THE <br />AMOUNT OF $75,000 TO INCLUDE THE ORANGE AVENUE <br />AND PLEASANT VIEW AVENUE STORM DRAIN PROJECT; <br />AUTHORIZE AWARD OF A CONSTRUCTION AGREEMENT TO <br />NORIEGA ENGINEERING, INC., IN THE AMOUNT OF <br />$68,231.00. <br />DATE: APRIL 28, 2008 <br />BACKGROUND: <br />The neighborhood of Orange Avenue and Pleasant View Avenue experiences flooding when it <br />rains. The drainage infrastructure servicing these streets is in need of improvement. The existing <br />storm drain system can redirect daily surface runoff experienced along these streets but is not <br />capacitated to function properly when it rains. The needed improvement to this storm drain <br />system can be achieved by increasing the size of the existing storm drain pipe. Such an <br />improvement will increase the capacity of water flow through the pipe and decrease the flooding in <br />the affected residential vicinity. <br />DISCUSSION/ANALYSIS: <br />Staff requests the Fiscal Year 2007/2008 Capital Improvement Program be amended to include <br />the Orange Avenue and Pleasant View Avenue Storm Drain Project. The proposed storm drain <br />improvement is located between Orange Avenue on the north and Pleasant View Avenue on the <br />south. The scope of work related to the project will provide for installation of: a 24" diameter <br />HDPE drainage pipe, two catch basins (at entrance and end of pipe), 6' high block wall, asphalt <br />paving, cross gutter, curb, sidewalk, driveway, pathways, and landscaping. The attached Exhibit <br />A is a site layout identifying the noted improvements. <br />Staff solicited informal bids for the Orange Avenue and Pleasant View Avenue Storm Drain <br />Project (public project) as required by the Purchasing Ordinance Section 3.08.080 and received <br />following bids. <br />1- Sol Construction, Inc. <br />$70,560.00 <br />2- Olivas Valdez, Inc. <br />No response. <br />3- Portsmouth Construction <br />No response. <br />4- Noriega Engineering <br />$68,231.00 <br />Staff requests authorization to award <br />a construction agreement to the lowest responsive and <br />responsible bidder, Noriega Engineering, in the amount of $68,231. <br />7/10/03 City Clerk's Office Cb <br />
