ITEM #15 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF February 17, 2009 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />FROM: BOB MILLER, CHIEF OF POLICE <br />SUBJECT: APPROVAL OF SECOND AMENDMENT TO THE OMEGA GROUP <br />CONTRACT TO EXTEND THE TERM OF THE CONTRACT TO THE <br />COMPLETION OF THE CRIME VIEW AND COMMUNITY VIEW <br />PROJECTS. <br />DATE: <br />BACKGROUND: <br />February, 12, 2009 <br />On September 4, 2007, Council approved the purchase of Crime View, a crime analysis software, <br />and Community View, an interactive web based crime analysis software for public use. The funds <br />for the purchase were comprised from three different grants; COPS 2005, JAG 2005, and JAG <br />2007. The contract was to conclude at the end of the 2007/2008 fiscal year that date being June <br />30, 2008. Due to unforeseen issues in contracting, the agreement did not become effective until <br />mid- January of 2008. The Omega Group, vendors and creators of the software, had by that time <br />taken on other labor intense projects that we were initially aware of, causing a delay in our <br />software installation. As we began work on the project the original contract end date passed. An <br />amendment to extend the contract for additional six -months was entered into, but due to <br />contracting delays did not become effective until late in 2008. That agreement ended on <br />December 31, 2008, with only 75% of the project completed. <br />DISCUSSION / ANALYSIS: <br />Crime Analysis uses geographical information software and CrimeView analysis software. The <br />Crime Analyst has the ability to download CAD/RMS information on a daily basis to the Crime <br />View program using GIS. This is a very powerful tool in combating crime by locating areas of <br />concern. The Crime Analyst can, through forecasting, determine which areas are in need of <br />increased proactive deployment. <br />With the ending of our agreement on December 31, 2008, we are left with a project that is only <br />75% complete. The crime analysis software is in place and operational, however, the interactive <br />community use software has not been installed. The funds for this project have been <br />encumbered and are grant monies. Staff is requesting approval to extend the agreement to such <br />a time as it reaches completion. This would eliminate the need to continue the re -contracting <br />process that has plagued this project with delays. With the project being 75% complete, staff <br />does not foresee any issues that would prevent its completion in the near future. <br />FINANCIAL IMPACT: <br />There will be no financial impact in the 2008/2009 fiscal year, or any subsequent fiscal budgets, <br />as adequate funding has already been encumbered through grants.
