ITEM #11 <br />CITY OF COLTON <br />AGENDA REPORT <br />FOR THE CITY COUNCIL AND COLTON UTILITY AUTHORITY MEETING OF MARCH 17, 2009 <br />TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL, <br />HONORABLE CHAIRPERSON AND UTILITY AUTHORITY MEMBERS <br />FROM: ERIC R. FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS <br />SUBJECT: APPROVAL FOR CONTRACT AWARD TO KRIEGER & STEWART FOR AS - <br />NEEDED WATER ENGINEERING SERVICES IN AN AMOUNT NOT -TO - <br />EXCEED $20,000. <br />DATE: MARCH 5, 2009 <br />BACKGROUND: <br />Krieger & Stewart, consultant for the City's 1998 Water Master Plan, recommended improvements, <br />which are intended to enable Colton to meet anticipated water requirements by 2010. The Water <br />Utilities Division contracts with Krieger & Stewart on an as -needed basis for miscellaneous <br />engineering services for the City's Domestic Water System. The engineering services are used for <br />emergencies and various projects for the water system. <br />DISCUSSION/ANALYSIS: <br />During the current fiscal year Krieger and Stewart will be utilized for several projects, which include <br />engineering services for the replacement of Walnut booster pump, hydraulic analysis of the <br />distribution system, western pressure zone analysis, and technical assistance with the repair of the <br />City's wells, reservoirs and booster stations. <br />The majority of the expenses will fall under the 1998 Master Plan recommended improvements. <br />Krieger & Stewart has exceptional knowledge of the City's water system; no competitive <br />advantage would have been gained by the public bidding process in accordance with section <br />3.08.140 exceptions to competitive bidding non public projects. Staff estimates the cost for these <br />various projects to be $20,000. <br />The City's Purchasing Policy for Professional Services (CMC Section 3.08.070 (g)) states the City <br />Manager shall not award a subsequent contract to the same individual or entity for the same or <br />similar services, or amend, extend or renew such a contract, without City Council approval, when <br />the award, amendment extension or renewal will result in the City paying an aggregate amount of <br />more than twenty-five thousand dollars ($25,000) to the individual entity in any given fiscal year. <br />Therefore, Council action is needed for this contract. <br />In addition, CMC Section 3.08.140 provides that the City Manager, for contracts up to $100,000, <br />may dispense with public bidding for Professional Services Agreement when it is in the best <br />interests of the City and its administrative operations. Krieger & Stewart is very familiar with the <br />City's Water Systems and has been working with the Department in prior fiscal years providing <br />engineering consulting services on an as -needed basis. <br />
