FRASER, DIRECTOR OF WATER & WASTEWATER OPERATIONS, <br />BOB MILLER, INTERIM CUA EXECUTIVE DIRECTOR <br />SUBJECT: CITY & CUA: ADOPTION OF THE CITY OF COLTON SEWER SYSTEM <br />MANAGEMENT PLAN (SSMP) <br />DATE: JUNE 8, 2009 <br />BACKGROUND: <br />The City of Colton owns and operates over 500,000 feet of sewer mainline and is <br />obligated to comply with the permitting requirements as directed by the State of <br />California. <br />DISCUSSION/ANALYSIS: <br />On May 2, 2006, the State of California Water Resources Control Board adopted <br />Waste Discharge Order No. 2006-0003-DWQ, Statewide General Waste Discharge <br />Requirements (GWDR) for Sanitary Sewer Systems that applies to all public <br />agencies that own more than one mile of sewer line. The City of Colton's sewer <br />collection system meets the criteria requiring compliance with this order. The goal of <br />the GWDR is to eliminate the occurrence of preventable sanitary sewer overflows by <br />requiring public agencies to develop and implement written programs that improve <br />the effectiveness and sustainability of existing sewer systems. The City currently <br />has several programs and plans as required by the order and simply has <br />consolidated those procedures and plans into a single plan to meet the requirements <br />of the order. <br />
