STAFF REPORT <br />ITEM NO. D 1 <br />DATE: JANUARY 16, 2010 <br />TO: HONORABLE MAYOR AND CITY COUN <br />FROM: ROD FOSTER, CITY MANAGER , <br />SUBJECT: ORGANIZATIONAL STRUCTURE <br />RECOMMENDED ACTION <br />It is recommended that the City Council adopt Resolution No. R-0.1-qn implementing a new <br />organizational structure within the City of Colton, Colton Redevelopment Agency, Colton Water <br />and Wastewater Utility and Colton Electric Utility; creating or re-creating positions and <br />accompanying job descriptions; adopting the City's comprehensive salary table and repealing <br />Resolution No. R-47-07; and, directing staff to implement layoff procedures in accordance with <br />applicable laws, rules and regulations. <br />GOAL STATEMENT <br />The proposed action will support the City's goal to operate the City's business in a more <br />efficient, effective and economical manner. <br />BACKGROUND <br />Over the past year, the City of Colton has been addressing fiscal challenges unlike anything in its <br />history as a municipal corporation. The downturn in the economy compounded by staffing <br />challenges has resulted in the "perfect storm" from a fiscal performance point of view. <br />Recently, through the leadership of the City Council, steps have been taken to address a <br />significant deficit in the General Fund. Specifically, large programmatic and staffing cuts have <br />been implemented to ensure that the City remains a viable organization in the future. <br />As required by the Colton Municipal Code (CMC), the City Manager is tasked with the duty of <br />performing studies or proposing organizational alternatives that will improve the efficient and <br />effective conduct of the City business. The proposed staff recommendation accomplishes that <br />goal in accordance with the CMC. <br />ISSUES/ANALYSIS <br />The Resolution attached to this document, if adopted, implements the proposed organizational <br />chart (also attached). The proposed structure will save $339,253 on an annual basis as compared <br />
