STAFF REPORT ITEM NO. D 1 DATE: JANUARY 16, 2010 TO: HONORABLE MAYOR AND CITY COUN FROM: ROD FOSTER, CITY MANAGER , SUBJECT: ORGANIZATIONAL STRUCTURE RECOMMENDED ACTION It is recommended that the City Council adopt Resolution No. R-0.1-qn implementing a new organizational structure within the City of Colton, Colton Redevelopment Agency, Colton Water and Wastewater Utility and Colton Electric Utility; creating or re-creating positions and accompanying job descriptions; adopting the City's comprehensive salary table and repealing Resolution No. R-47-07; and, directing staff to implement layoff procedures in accordance with applicable laws, rules and regulations. GOAL STATEMENT The proposed action will support the City's goal to operate the City's business in a more efficient, effective and economical manner. BACKGROUND Over the past year, the City of Colton has been addressing fiscal challenges unlike anything in its history as a municipal corporation. The downturn in the economy compounded by staffing challenges has resulted in the "perfect storm" from a fiscal performance point of view. Recently, through the leadership of the City Council, steps have been taken to address a significant deficit in the General Fund. Specifically, large programmatic and staffing cuts have been implemented to ensure that the City remains a viable organization in the future. As required by the Colton Municipal Code (CMC), the City Manager is tasked with the duty of performing studies or proposing organizational alternatives that will improve the efficient and effective conduct of the City business. The proposed staff recommendation accomplishes that goal in accordance with the CMC. ISSUES/ANALYSIS The Resolution attached to this document, if adopted, implements the proposed organizational chart (also attached).
