As a result of new State laws mandating the early release of non-violent state
prisoners, San Bernardino County can expect over 6,500 inmates to be paroled in the next 12
months. These parolees will establish domiciles in San Bernardino County, including the City of
Colton. In order the protect the public health, safety and welfare of the community, establish
reasonable land use regulations to reduce any nuisance conditions associated with boarding,
lodging and rooming homes and promote neighborhood stability, the City Attorney's office has
drafted the attached urgency ordinance.
