OG STAFF REPORT AT DATE: MARCH 2, 2010 TO: HONORABLE MAYOR AND CITY COUNCIL FROM: ROD FOSTER, CITY MANAGER PREPARED BY: MARITZA TAPIA, INTERIM PUBLIC WORKS DIRECTO SUBJECT: VETERAN'S PARK SPORTS COMPLEX PROJECT NOTICE OF COMPLETION RECOMMENDED ACTION It is recommended that the City Council authorize the execution and recordation of the Notice of Completion for Veteran's Park Sports Complex Project. GOAL STATEMENT The proposed action supports the City's goals to improve the safety and recreational features of City parks, and improve the quality of life for Colton's residents by providing leisure time programming for individual and family health, as well as a quality lifestyle and enrichment. BACKGROUND The Veterans Park Sports Complex Project is part of the CIP (Capital Improvement Program). The Veterans Park Sports Complex Project is contained in a 13.54 -acre park. This project's scope of work was identified to include installation of three baseball/softball fields with the following amenities: seating, sunken dugouts, backstops, concession building, and outfield fencing. The park's open space was provided the following amenities: basketball courts, two play structures, a splash pad, horse shoe pits, and miniature soccer fields. The Design Review Committee recommended approval of the project on the April 2, 2007 meeting. The project was conditionally approved by the Planning Commission on August 26, 2008 and a Notice of Determination was filed with the Clerk of the Board of Supervisors on August 29, 2008. ISSUES/ANALYSIS On September 16, 2008, the City Council authorized solicitation of bids for Veterans Park Sport Complex Project. Subsequently on November 18, 2008, Council action authorized award of a construction agreement to C.S. Legacy Construction, Inc, on the amount of $3,046,064. On October 20, 2009, Council
