ITEM NO. 08 <br />STAFFP , R <br />r <br />DATE: AUGUST 3, 2010 <br />TO: HONORABLE MAYOR AND CITY COUNCIL <br />AGENCY CHAIR AND BOARD MEMBERS <br />FROM: ROD FOSTER, CITY MANAGER/EXECUTIVE DIRECTOR <br />PREPARED BY: MARK TOMICH, DEVELOPMENT SERVICES DIRECTOR <br />SUBJECT: APPROVE PROFESSIONAL SERVICES AGREEMENT WITH RBF <br />CONSULTING FOR COMPLETION OF A HABITAT <br />CONSERVATION PLAN (HCP) FOR THE WEST VALLEY SPECIFIC <br />PLAN AMENDMENT AREA <br />RECOMMENDED ACTION <br />It is recommended that the City Council terminate the existing Professional Services Agreement <br />with PBS&J for HCP services and approve the Professional Services Agreement with RBF <br />Consulting for completion of the Habitat Conservation Plan (HCP) in the West Valley Specific <br />Plan Amendment Area ("WVSPA") in an amount not -to -exceed Thirty Five Thousand Eight <br />Hundred Dollars ($35,800). <br />GOAL STATEMENT <br />The proposed action will support the City's goal to provide for economic opportunities for the <br />City of Colton that will be created as a result of the adoption of the West Valley Specific Plan <br />Amendment Area. <br />BACKGROUND <br />At the meeting of June 19, 2007, the City Council and Redevelopment Agency awarded a <br />contract to Michael Brandman Associates (MBA) to complete the Environmental Impact Report <br />(EIR) under CEQA for the West Valley Specific Plan Amendment. Included within the scope of <br />services was the development of a Habitat Conservation Plan (HCP) to address mitigation of <br />impacts on identified habitat for the Delhi Sands Flower -Loving Fly ("DSF") in the project area. <br />The original contract term was through December 31, 2008 and an original contract amount was <br />not to exceed $362,420. <br />At the meeting of December 16, 2008, the City Council and Redevelopment Agency approved a <br />1St Amendment to the contract with MBA providing an additional scope of work needed to <br />complete the development of the HCP, to extend the term of the agreement through December <br />31, 2009 and to increase the contract by $30,000. <br />
