STAFF REPORT <br />ITEM NO. 03 <br />DATE: OCTOBER 5, 2010 <br />TO: MAYOR AND CITY COUNCIL <br />FROM: ROD FOSTER, CITY MANAGER <br />PREPARED BY: BILL SMITH, COMMUNITY SER ICES DIRECTOR <br />SUBJECT: BUDGET ESTABLISHMENT — 226 AFTER-SCHOOL PROGRAM AT <br />COLTON MIDDLE SCHOOL <br />RECOMMENDED ACTION <br />It is recommended that the City Council approve Resolution R-66-10 increasing revenue and <br />expenditure allocations in the Community Services Department to establish a budget for an after- <br />school program at the Colton Middle School. <br />GOAL STATEMENT <br />The proposed action will support the City's goals to interact with our community and partner as <br />appropriate to further the goal of connecting our community, and to seek to provide after-school <br />programming for all Colton school-age youth during the at -risk hours of 2:00-6:00 p.m. <br />BACKGROUND <br />The 226 After-school Program in the Community Services Department plans and provides for <br />after-school programming for Colton's school-age children, from elementary school through <br />high school. Currently, elementary school age services are provided by the department's Mobile <br />Recreation Program and through Drop -In Programs at the Luque and Gonzales Community <br />Centers, while high school services are provided at the Art Thompson Teen Center. The 226 <br />Program provides for an on-site after-school program to serve our middle school children at <br />Colton Middle School. This program component began during the 2009-10 school year, and was <br />very successful and well-received by the middle school students and families, as well as school <br />staff. The program was funded entirely through outside donations and was not budgeted for <br />Fiscal Year 2010-11. <br />ISSUES/ANALYSIS <br />The department has received a donation in the amount of $5,000 from Colton Disposal to <br />continue this worthwhile program. This $5,000 provides start-up funding to continue an onsite, <br />after-school program at the Colton Middle School. City staff has met with school administrative <br />staff, which is extremely supportive and excited to partner with the city to provide space on- <br />
