Zamora, muni Dev opment Director G <br />SUBJECT: Public Hearing t an amendment to Title 5 of the <br />Colton Municipal Code (Business License Ordinance). <br />E <br />BACKGROUND: <br />In response to concerns expressed by the City Council and the business community, N <br />pertaining to business license taxes and renewals, and in cooperation with the Chamber <br />of Commerce committee created to review the fees and renewals in general, staff proposes <br />the following changes to Title 5 of the Colton Municipal Code, also known as the Business D <br />License Ordinance: <br />The removal of any business license filing or administrative processing for non- <br />profit and/or charitable organizations; A <br />The limitation of fee increases for businesses grossing $25,000,000.00 or less, /1 <br />to an amount not to exceed seventy-five percent (75%) of the previous year's <br />taxes, and increasing seventy-five percent (75%) each year thereafter; <br />3. The replacement of the exemptions currently outlined in Section 5.02.430 of <br />the Colton Municipal code with the following exemptions: R <br />A. A person may deduct one -hundred percent (100%) of gross receipts deem- <br />ed to be directly attributable to selling activities carried on by such person <br />outside the City if the person has in place a similar business license or . E <br />permit in the location outside the City and is accounting for those gross <br />receipts at that location; and <br />B. A person may deduct up to twenty percent (20%) of gross receipts deemed P <br />to be attributable to selling activities carried on by such person outside the <br />City if the person does not have in place a similar business license or per- <br />mit in that location and is not accounting for those gross receipts at that lo- O <br />cation. <br />DISCUSSION/ANALYSIS: <br />R <br />As mentioned above, the proposed changes were brought forth in response to concerns <br />expressed, by the City's business community, over the increase in business license fees <br />adopted by the City Council in July 1992, and the complexity of the license renewal process T <br />and business license administration in general.
