TO: HONORABLE MAYQR and CITY COUNCIL A <br />FOR: Co cil esti A ' 1993 /± <br />FROM: unity G <br />Development Director <br />SUBJECT: Public Hearing Index Number DG -87-92, updating <br />the Housing Element of the City's General Plan. <br />E <br />BACKGROUND: <br />N <br />Recent State law, pertaining to housing elements, mandates that Cities prepare and adopt <br />an amendment to Housing Elements, outlining an analysis and programs to preserve <br />assisted housing developments. In order to comply with the State law, the Community <br />Development Department hired a consulting firm, in January of 1992, to prepare the p <br />amendment which had been previously reviewed by the Planning Commission. <br />In addition to the amendment, staff authorized the additional revisions to bring the element <br />into compliance with all the provisions of the State Housing Law. Although the Planning A <br />Commission reviewed and approved the revised Housing Element in 1991, at that time, <br />staff was not aware that the document had not been approved by the State Department <br />of Housing and Community Development, since comments from the State were not <br />addressed in the element. <br />DISCUSSION/ANALYSIS: R <br />Two amendments are required to bring the element into compliance with all the provisions <br />of the State Housing Law (Article 10.6 of the Government Code), as outlined in the <br />Background Section of this report. Both amendments have been thoroughly reviewed by E <br />the State Department of Housing and Community Development and include revisions <br />requested by the State. In addition, the Planning Commission has conducted several <br />study sessions to review and consider the updates and approved the amendments at a <br />duly publicized Public Hearing on March 9, 1993.
