CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING JULY 6, 1993 <br />Q <br />TO: HONORABLE MAYOR AND CITY COUNCIL DATE: JUNE 28, 1993 <br />FROM: JOHN HUTTON <br />PUBLIC WORKS DIRECTOR <br />SUBJECT: PUBLIC HEARING FOR ALLEY VACATION BETWEEN 9TH AND 10TH <br />STREETS, "G" AND "H" STREETS. REQUEST BY SQUIRES LUMBER <br />BACKGROUND <br />Mr. Paxon owner of Squires Lumber requested consideration of vacating the <br />westerly 275 Feet of the above mentioned alley. <br />The request was made to provide better security to the lumber yard areas <br />which are split by and accessible from the alley, Squires Lumber having <br />experienced several losses of materials felt that by restricting access this <br />would reduce these losses. <br />On January 12, 1993, the Planning Commission considered Mr. Paxson's request <br />and conditionally approved the proposed vacation subject to the required <br />Public Hearing process by City Council and allowing the installation of a six <br />foot high chain link fence around the perimeter of the property, (see <br />Attachment "A" Commission Action). <br />In addition to the Planning Commission action of 1/12/93, Mr. Paxson <br />concurrently processed and received approval by the City Manager an <br />encroachment permit to -install the gate across the alley as a means ,to <br />expedite securing the Lumber Storage areas (see attachment "B" encroachment <br />permit) <br />DISCUSSION <br />It is important to note that the Public Hearing which has been set for <br />consideration this evening is dealing strictly with the proposed vacation of <br />a portion of a 20 foot alley. <br />Several concerns have been brought forward by an adjacent property owner, <br />some are related to the alley vacation and others are not, these were <br />discussed in a meeting on June 15, 1993 with the parties involved. <br />The items dealing directly with the alley vacation: <br />1. The location of the gate being placed too close to the adjacent <br />property owners garage, to allow ease of vehicle access, and <br />
