HUTTON, PUBLIC WORKS DIRECTO <br />SUBJECT: APPROPRIATION REQUEST FOR TRAFFIC SIGNAL <br />INSTALLATION AND RELOCATION LA CADENA DRIVE, <br />7th STREET AND MAPLE <br />DATE: JULY 18,1996 <br />BACKGROUND <br />The City Traffic Committee has reviewed a request to consider the need for a traffic signal at the <br />above mentioned location. <br />The intent of the request was to determine by which warrant process as defined by the State of <br />California Transportation Manual, would the intersection warrant a Traffic Signal. <br />As Council is aware the State provides for (5) different means to warrant the need for Traffic <br />Signal installation and any one warrant being met as sufficient justification for a positive <br />recommendation <br />HISTORY <br />La Cadena Drive through the City of Colton prior to the construction of I-215 was the primary <br />State Highway known as State Route 43, and the majority of all traffic which utilized this route <br />was out of town pass through traffic. <br />For this reason the State of California installed the pedestrian overpass to allow local pedestrians <br />a means to cross a State Highway and to prevent pedestrian/vehicle conflicts. Upon completion <br />of Interstate 215, State Route 43 (La Cadena Drive) was reverted to the City of Colton as a local <br />secondary street and traffic volumes were reduced dramatically. Additionally at the time the <br />pedestrian overpass was constructed seismic and physical impaired requirements were not as <br />stringent as part of its design in the 1930's. <br />ITEM NO. 11 <br />
