CLARKE, INTERIM WATER & WASTEWATER DIRECTOR <br />SUBJECT: APPROVAL OF CONTRACT AWARD TO BLACK & VEATCH <br />FOR SOLIDS HANDLING IN THE AMOUNT OF $36,020 <br />DATE: JULY 9, 1996 <br />BACKGROUND: <br />The Title 22 Report for the Wastewater Treatment Plant addressed problems with the solids <br />handling facilities including digesters and sludge drying beds. <br />DISCUSSION/ANALYSIS: <br />Although the Title 22 Report included recommendations for repairing or replacing Digester No. 1, <br />and either reconstructing the sludge drying beds or converting to a system of mechanical <br />dewatering, the Regional Water Quality Control Board agreed with staff that these improvements <br />were not urgent, and should be the subject of a study. The study would address, at a minimum: <br />1. Short term (2 years) repairs and improvements to the <br />solids handling system which may be required to ensure <br />the reliable operation of the digestion and dewatering <br />process. <br />2. A method of cleaning, repairing and recoating Digester <br />No. 1 as soon as practically possible. <br />3. A phased program for replacing, upgrading, and/or <br />repairing the existing solids handling systems and <br />increasing the capacity of the digestion and dewatering <br />process to ensure they are consistent with the demands <br />the other treatment plant processes will place on them. <br />The phased program will also address facilities for <br />ultimate capacity. <br />In addition, the study will consider the following issues: <br />1. Should the ultimate wastewater treatment plant utilize <br />anaerobic or aerobic digestion? <br />2. Should the digestion process create Class A or Class <br />B sludge? <br />3. Should the dewatering process continue to utilize <br />sludge drying beds, or should a mechanical sludge <br />drying process be introduced? <br />4. If a mechanical process is recommended, which <br />process is most suitable for the Colton Wastewater <br />Treatment Plant? <br />Item No. 16 <br />
