Arrowhead Avenue <br />San Bernardino, California 92401 <br />DUPLICATE <br />Re: Assessment District 95-1/San Timoteo Creek Project <br />Dear Board Members: <br />On behalf of the City Council of the City of Colton, I have been <br />directed to urge the Board of Supervisors to take immediate action to suspend all <br />assessments: imposed on property owners in Assessment District 95-1 until September <br />of 1998. We hereby request that this matter be placed on the next Board of <br />Supervisor's agenda for action_ <br />Assessment District 95-1 was formed to provide funding for the San <br />Timoteo Creek flood control project. That project spans several jurisdictions, <br />including the City of Colton, and benefits the entire Southern California region, <br />including Riverside and Orange Counties. The City of Colton has previously <br />expressed its view that the assessments imposed on Colton property owners are unfair <br />in that they do not reflect any special benefit received by such residents. <br />As a result of citizen activism in communities including Redlands, <br />Loma Linda, Colton ,and San Bernardino, the Board of Supervisors, with the support <br />of Congressmen Brown and Lewis among others, has approached the United States <br />government to obtain loan financing for the San Timoteo Creek flood control project, <br />that if approved, would eliminate the need for the assessments imposed on property <br />within Assessment District 95-1. At the present time, negotiations relating to <br />environmental and financial aspects of the projects are underway and it is anticipated <br />that such negotiations will reach conclusion in the next several months. <br />Unfortunately, the assessments imposed in Assessment District 95-1 <br />fall due in May of 1997.
