Prior to conducting a
recruitment, staff is recommending that the job description be updated and that the salary range for this
position be increased from $4358-$5291 monthly to $6170 - $7500 monthly.
DISCUSSION/ANALYSIS: The Personnel Department conducted an unsuccessful recruitment for
this position in November 1996. This resulted in hiring The City Associates, Inc. as Interim
Economic Development Director. City Associates has recommended that we conduct a recruitment for
Economic Development Director; however, prior to initiating the recruitment it is recommended that
the job description be revised and updated. It is further recommended that the monthly salary be
increased to insure that sufficient qualified candidates will apply, resulting in a successful recruitment.
Personnel staff surveyed surrounding cities with comparable positions; those cities are: Moreno
Valley, Rancho Cucamonga, Rialto, Riverside, San Bernardino, and Upland. The following is the
result of the salary survey for Economic Development Director:
City
SalaU Range
Moreno Valley
5321-6792
Rancho Cucamonga
5215-7481
Rialto
5703-6932
Riverside
6912-8685
San Bernardino
6400-7780
AVERAGE
5910-7534
Attached is the revised job description for review and adoption by the City Council.
FINANCIAL IMPACT: As the RDA budget has not been approved for FY 1997-98, the exact dollar
impact is not known at this time. However, the salary at the range being recommended by staff
($6170-$7500 monthly) plus benefits is at least $32 per hour less than the hourly rate being paid to The
City Associates, Inc.
RECOMMENDATION: That the City Council adopt the revised job description and attached
resolution setting the basic compensation rate for Economic Development Director at $6170-$7500
monthly.
ghdata0agenda/econ dev dir salary.doc
Item No. 6
