CLARKE, UTILITY DIRECTOR - <br />r --*"-- <br />SUBJECT: APPROVAL AND ACCEPTANCE OF ALL EASEMENTS AND RIGHTS-OF- <br />WAY FOR TRANSMISSION AND DISTRIBUTION LINES OF THE GALE A. <br />DREWS SUBSTATION ELECTRIC SERVICE TO THE COUNTY MEDICAL <br />CENTER AND OTHERS <br />TE: JULY 17, 1997 <br />BACKGROUND <br />Staff, with the help of consultants, acquired a number of easements and rights-of-way to build <br />transmission and distribution lines for the Gale A. Drews Substation which have now been <br />completed. On October 4, 1994, Council authorized the Electric Utility Director to approve the <br />settlements and payment of these easements and rights-of-way at a price equal to or less than <br />the appraised value. <br />DISCUSSION/ANALYSIS <br />As you know, construction of the Gale A. Drews Substation, transmission line, and distribution <br />line is now complete. Most of the easements and rights-of-way were appraised and negotiated <br />as per the attached matrix. Except for parcel number 163-281-56, all the settlement payments <br />were below appraised value. All the landowners or their designees were reimbursed with the <br />settlement payment. All the easements and right-of-way documents which were initiated by us <br />have been recorded with the County except for the easement from Romun International, Ltd. <br />That properly has been handled through eminent -domain proceedings. The total price for twenty <br />parcels was approximately $125,000. <br />Land rights for the portion of the route along Agua Mansa Road, and Pepper Street extension <br />were handled separately, as approved by Council. <br />FINANCIAL IMPACT <br />As shown on the attached matrix, the City paid $138,015 to ten property owners, or their <br />designee(s), as a final settlement of these easements and rights-of-way. <br />ENVIRONMENTAL IMPACT <br />All the necessary measures were taken to minimize any environmental impact caused by this <br />project. <br />RECOMMENDATION <br />Staff recommends that the City Council approve and accept all the settlements and easements <br />as per the attached matrix. <br />Report Prepared By: Nitin Modi, Principal Electrical Engineer <br />Attachment: Colton Electric Transmission Project Easement Acquisition Report <br />Page 1 of 1 <br />Item No. 14 <br />
