R-15 -97 <br />3( <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br />OF COLTON, AFFIRMING SUPPORT OF THE SOUTHERN <br />4 CALIFORNIA ASSOCIATION OF GOVERNMENTS (SCAG) <br />GENERAL ASSEMBLY RELATING TO A STATE LICENSING <br />5 ! BUREAU FOR THOSE PERSONS CONDUCTING DOOR- <br />6 II TO-DOOR SALES. <br />7i <br />$ WHEREAS, a number of persons make their living in door-to-door sales; and <br />9 <br />WHEREAS, door-to-door sales have received some very bad publicity over the past <br />10 <br />few years; and <br />11 <br />12 j WHEREAS, the bad publicity is caused by unscrupulous operators who prey on <br />13 i both senior citizens and housewives; and <br />14 j WHEREAS, the Southern California Association of Governments (SCAG) is on <br />15 1record supporting a Statewide Licensing Bureau for door-to-door sales; and <br />16 <br />WHEREAS, all applications should be obligated to go through a thorough <br />17 <br />j background check through the State, and FBI for verification of credentials; and <br />18 <br />19 WHEREAS, once those credentials have been obtained, then the individual cities <br />20 ; would require the applicant to apply for a city license with the credentials and therefore, <br />21 1weed out any unscrupulous individuals with a criminal history. <br />22 ! NOW, THEREFORE BE IT RESOLVED, that the City Council of the City of Colton <br />23 <br />does affirm its support of the Southern California Association of Governments General <br />24 I <br />Assembly of a State Licensing Bureau with one application and all finger-printing and <br />25 <br />26 <br />clearances going through the State and the Federal government for door-to-door sales, <br />27 i and may it be further resolved that cities need only take applications form those with <br />28 <br />Item No. 18 <br />it <br />1 <br />
