CLARKE, UTILITY DIRECTOR <br />SUBJECT: ADOPT RESOLUTION AMENDING THE BASIC F E FOR STORMWATER <br />MANAGEMENT & THE STORMWATER MANAGEMENT CHARGE <br />DATE: JULY 29, 1998 <br />BACKGROUND: <br />In October, 1990 the County of San Bernardino, Flood Control District was issued a five year NPDES <br />Stormwater Permit, with 16 incorporated cities as co -permittees. On October 4, 1994, Council approved <br />the City's participation in a County -wide NPDES Stormwater Assessment. The fees collected this year <br />will fund a proposed budget which includes the City's operational costs for street sweeping, storm drain <br />cleaning, roadway maintenance and litter control, two new street sweepers, and two trucks. The total <br />cost of the FY97-98 NPDES Stormwater Program is $878,890. The five year permit took effect in <br />October, 1995 and will end in October, 2000. <br />DISCUSSION/ANALYSIS: <br />This amendment affects only the parcel descriptions. Parcels previously absent in land use definitions <br />are now present in the City, and are included in the designated land use groups. <br />The public hearing will include the plan to address the Notice of Violation issued by the Regional Water <br />Quality Control Board for the NPDES Stormwater Program, and the budget highlights that demonstrate <br />the resources dedicated to the compliance plan. <br />ENVIRONMENTAL IMPACT: <br />The NPDES Stormwater Program is a part of the Federal Clean Water Act, and is intended to improve <br />the Nation's waterways. Compliance with the NPDES Stormwater requirements is mandated by the <br />Federal Government, with the State Regional Water Quality Control Board enforcing the requirements. <br />FINANCIAL IMPACT: <br />The cost to the City's residents and businesses is the same as last year. The revenue is used to fund the <br />City's NPDES Stormwater program. <br />RECOMMENDATION: <br />Staff recommends that the Council adopt the attached Resolution Amending the Basic Fee for <br />Stormwater Management and Stormwater Management Charge as set by the Colton Municipal Code, <br />Chapter 14.01. <br />Report Prepared By : Lorraine June <br />Page 1 of 1 <br />Item # 2 <br />
