Garcia, City Manalo <br />FROM: avi ReDeve <br />CommuFentirector <br />SUBJECT: Submittal of Community Development Block Grant (CDBG) <br />Projects to the County of San Bernardino for Eligibility and <br />Qualification Review for Funding from Fiscal Year 1999-2000. <br />DATE: November 18, 1998 <br />BACKGROUND: <br />The San Bernardino County Department of Economic and Community Development (ECD) is <br />now accepting Project Proposal Applications for funding consideration from the Community <br />Development Block Grant (CDBG) Program for Fiscal Year 1999-2000. Completed <br />applications must be submitted to ECD by no later than December 2, 1998. <br />DISCUSSION/ANALYSIS: <br />Each year, the City of Colton cooperates with the County ECD Department to apply and <br />receive federal CDBG funds. As part of the process, cooperating cities are required to submit <br />proposed projects to the County for eligibility and qualification review. A list of the proposed <br />projects that will be sent to the County is attached. Upon completion of the County's review, <br />all eligible proposals will be returned to the City for final funding prioritization by the City <br />Council at one of their meetings next February. <br />As part of the planning effort for the CDBG Program, the Community Development Department <br />sponsored community meetings on November 12 and November 16, to encourage <br />participation by very low and low income persons and to receive input on housing and <br />community development needs. <br />ALTERNATIVES: <br />The County ECD Department has indicated that project proposal applications must be <br />submitted by no later than December 2, 1998, in order to meet their schedule for the 1999- <br />2000 CDBG application process. Submittal of projects at a later date will delay the receipt of <br />federal funds to implement proposed projects. <br />FINANCIAL IMPACT: <br />The CDBG Program is operated on a reimbursement basis. The City will be required to <br />expand funds up front, however, the City will be reimbursed 100% for all eligible project costs. <br />The City will receive approximately $368,000 towards CDBG projects for Fiscal Year 1999- <br />2000. <br />Item No. 5 <br />-Cjz,/, <br />DAVID R.
