GARCIA, CITY MANAGE <br />SUBJECT: APPROVAL OF IMMEDIATE FEE INCREASE FOR <br />PRIVATE PAY FAMILIES ATTENDING COMMUNITY <br />CHILDCARE LATCHKEY PROGRAMS. <br />DATE: MAY 26. 1998 <br />BACKGROUND: <br />This report is meant to educate the rationale behind Colton Community Child Care's <br />proposed fee increase for private pay families. <br />DISCUS SION/ANALYSIS: <br />For the past 10 years, Colton Community Child Care has provided "Latch Key" child care <br />services for school age children who reside in the greater Colton area and who attend one <br />of the four day care programs we operate (Paul J. Rodgers Elementary, Wilson <br />Elementary, Cooley Ranch Elementary and Reche Canyon Elementary). We provide <br />before -school and after-school child care as well as off track (full and extended day) care. <br />Although our student population fluctuates on a monthly basis, we currently provide <br />services for 218 children and their families. <br />Of the children enrolled in our program, approximately 20% are considered "private pay" <br />clients. According to the State of California Department of Education, these private pay <br />child care clients come from families whose yearly earnings exceed State -mandated <br />criterion used to define eligibility for child care assistance. The other 80% of our client <br />base consist of children in families living at or below the poverty level (an income at or <br />below the bottom 25h percentile for the State of California). The income of each of our <br />subsidized families is matched to a state -developed and mandated chart to determine if the <br />family is responsible for a co -payment or share of cost for services provided. Many of our <br />families pay nothing for child care services while some have a co -pay. Co -pay can range <br />from one dollar to ten dollars per day. <br />The State of California determines the reimbursement rates (program fees) for ALL <br />children enrolled in ALL State funded programs. In other words, the State tells the <br />Item # 3 <br />
