CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF JUNE 169 1998 <br />TO: Honorable Mayor and City ouncil <br />APPROVAL: Henry Garcia, City Managii <br />, <br />1, <br />FROM: avi Oamo <br />Community D elo ent Director <br />SUBJECT: Amendment to Consulting Contract with David Leonard <br />Associates for Preparation of an Environmental Impact <br />Report for Inland Composting and Recycling <br />DATE: June 2, 1998 <br />BACKGROUND: <br />On April 7, 1998, the City Council approved a consulting contract with David Leonard <br />Associates, in the amount of $98,140 for the preparation of an environmental impact report for <br />the Inland Composting and Organic Recycling project. The contract has been executed and <br />the consultant is proceeding with the environmental work. On May 13, 1998, the consultant <br />submitted an itemized cost estimate to the City of Colton Planning Division, outlining additional <br />environmental studies that are being required by the U.S. Fish and Wildlife Services. The <br />additional work will cost between $8,900 and $14,400 (see attachment). <br />DISCUSSION/ANALYSIS: <br />U.S. Fish and Wildlife Services has advised the consultant, David Leonard Associates, that the <br />Environmental Impact Report for Inland Composting and Organic Recycling must include <br />studies of some animal and plant species that may be habitating the project site. To exclude <br />these studies would render the Environmental Impact Report incomplete, and not defensible, if <br />challenged. <br />ALTERNATIVES: <br />To not approve the amendment to the consulting contract with David Leonard Associates. <br />FINANCIAL IMPACT: <br />No impact to the City's General Fund. All costs associated with the preparation of the <br />Environmental Impact Report are the sole responsibility of the project proponent, Mr. Jim <br />Sullivan. Incremental payments will be paid into an account Mr. Sullivan has with the City.
