Parrish, Assistant City Manager <br />:F <br />SUBJECT: Extension of Professional Services Agreement with the Arrowhead <br />Management Group (for improvements surrounding the Arrowhead <br />Regional Medical Center) in the Amount of $95,000 <br />DATE: February 24, 1998 <br />BACKGROUND: <br />On August 6, 1996, the City of Colton awarded a contract to the Arrowhead <br />Management Group for Design Engineering and Construction Management for Street, <br />Storm Drain, Intersection, and Landscaping Improvements surrounding the Arrowhead <br />Regional Medical Center. At the time the contract was awarded, our best estimation <br />was that the aforementioned improvements were to have been substantially completed <br />by the middle of February1998. <br />DISCUSSION/ANALYSIS: <br />Explanations for the additional time requirements are as follows: <br />Design and Pre -construction Phase <br />Plans and specifications were delivered to the City of Colton as prescribed by the <br />original agreement. The approval of the plans and specifications took longer than <br />anticipated due to the reluctance of the City of Colton Engineer to sign and approve the <br />plans until the City received assurance from the County of San Bernardino that certain <br />drainage issues would be mitigated by the County. The City requested a drainage <br />report to be completed by the County and receipt of a letter from the County accepting <br />certain portions of the drainage from Pepper Avenue. Immediately after receiving the <br />necessary documentation from the County, (September 10, 1997) the City was able to <br />move forward and award its Construction Contract to Aman Environmental Construction <br />(September 16, 1997). This was approximately two months later than originally <br />scheduled. <br />Construction Phase <br />The time frame for the contractor to complete construction of the improvements <br />specified in the contract is two hundred and one (201) calendar days. To date the <br />contractors work has been slowed by inclement weather and unforeseen conditions <br />related to the storm drain construction on Meridian Avenue. As a result we anticipate <br />the Contractor to need an additional thirty (30) to forty-five (45) calendar days to <br />complete the work. <br />ITEM #10 <br />
