Parrish, Assistant City Manager <br />SUBJECT: Parking Restriction on "C" Street (Near the Northwest Corner <br />of "C Street & La Cadena Drive) <br />DATE: March 24, 1999 <br />BACKGROUND: <br />Recently our office received a request from Special Creations by Rose, a local Florist <br />located at 803 & 807 N. La Cadena Drive to evaluate the possibility of the placement of <br />a parking restriction (specifically a loading zone) near the northwest corner of "C" Street <br />and La Cadena Drive. <br />The primary reason for the request is that the business picks up product in a van early <br />in the morning in Los Angeles and delivers it to the Colton location for sale. Often times <br />when the florist van arrives at the Colton store to unload, there are vehicles parked at <br />the curb in front of the shop. Because of this the driver of the van must park at a <br />distance from the shop to unload and then must carry the product a distance from <br />where the van is parked to the store. The owners of Special Creations by Rose believe <br />this creates an undue burden for the flower shop and that the creation of a loading <br />zone would alleviate the problem by prohibiting vehicles from parking in front of the <br />flower shop except to load and unload. <br />Upon receipt of the request it was forwarded to the Traffic Committee for analysis and <br />was reviewed by the Traffic Committee at its meeting of March 17, 1999. <br />DISCUSSION/ANALYSIS: <br />The Traffic Committee recommended that the request for a loading zone initially be <br />denied based on the impact such a loading zone would have on other businesses in <br />the commercial complex where the flower shop is located. Furthermore the committee <br />suggested that the other businesses in the building be polled to determine if the loading <br />zone would have a negative impact on them. We have discussed this issue with the <br />proprietor of Sima's Restaurant the tenant next door to Special Creations by Rose. <br />Sima's did not object to the establishment of loading zone on "C" Street. The other <br />tenants in the building would be effected less by the loading zone as their storefronts <br />do not face "C" Street. Additionally, the proprietors of the flower shop have discussed <br />this issue with the other tenants and claims there would be no objections to the <br />establishment of a loading zone near the northwest comer of "C" Street and La Cadena <br />Drive. <br />Item # 7 <br />
