CITY OF COLTON <br />AGENDA REPORT <br />For the City Council Meeting of August 17 1999 <br />TO: Honorable Mayor and City Council <br />APPROVAL: Henry Garcia, City Manager <br />FROM: Robb Steel, Redevelopment Director i�- <br />SUBJECT: Consideration and Approval of granting an exemption to the <br />West Valley Specific Plan non -conforming use provision for <br />1849 West Valley Blvd. <br />DATE: August 11, 1999 <br />Background: <br />On August 11, 1999, Redevelopment Agency staff was contacted by the Planning Department <br />regarding a business wishing to obtain an occupancy permit for a vacant truck terminal located <br />at 1849 W. Valley Blvd. The Planning Department informed the applicant, USF Bestway, that <br />the site, which is located within the West Valley Specific Plan overlay, is currently zoned <br />Hospitality Retail/Medical Support (HRM) and the intended use as a trucking terminal is no <br />longer a permitted use within the HRM zone. <br />The site, which was previously used as a truck terminal/distribution facility, consists of a 14,000 <br />building with 30 loading docks on approximately 4 acres of land. The site is located on the north <br />side off Valley Blvd, west of Pepper Avenue. The property has an underlying zoning of <br />Industrial Park — IP, but is now designated as HRM under the West Valley Specific Plan. <br />(Please see the attached West Valley Specific Plan - Land Use map labeled as Exhibit "A"). <br />US Bestway is a large trucking company that is currently located in Fontana. Due to recent <br />business growth it has outgrown its current facilities and must find a new site to accommodate a <br />portion of its operations on a temporary basis until such time as they can locate or build a new <br />larger facility in the region. US Bestway has already entered into a lease on the subject <br />property for a period of one (1) year, plus four, three-month extensions, in order to <br />accommodate its construction schedule. The company plans to vacate the site once a new <br />facility is completed and ready for occupancy. <br />Discussion: <br />Under the West Valley Specific Plan all pre-existing businesses and uses in the area are now <br />considered legal non -conforming uses.
