CITY OF COLTON <br />AGENDA REPORT <br />FOR COUNCIL MEETING OF AUGUST 17, 1999 <br />TO: Honorable Mayor and City Council <br />APPROVAL: 4avi. <br />4Dm;enzt <br />Manage <br />FROM: Director <br />SUBJECT: Reprogramming of $8,250 of CDBG (Community Development <br />Block Grant) Funds from the Colton Contingency/Unprogrammed <br />Account to the activity, "Ballfield Improvements -Max Lofy Park" <br />DATE: August 5, 1999 <br />BACKGROUND: <br />Staff was informed that Mayor Karl Gaytan had suggested the installation of wire mesh <br />or netting to the ballfield at Max Lofy Park, in order to keep baseballs within the <br />confines of the ballfield. At the request of the City Manager, staff was directed to <br />determine if CDBG funds could be used for this purpose. Staff prepared a project <br />proposal application and sent it to the County Department of Economic and Community <br />Development for eligibility and qualification review. The County has reviewed the <br />proposal and has determined that CDBG funds can be used for the proposed project. <br />Attached is a copy of the County's approval letter. <br />DISCUSSION/ANALYSIS: <br />The proposed installation of an eight -foot overhang to the backstop at the Max Lofy <br />Park ballfield will complement the recently completed backstop that was also funded <br />with CDBG funds. The new backstop is a major improvement to the ballfield. The Ken <br />Hubbs Little League and City crews have spruced up the remainder of the park area, <br />including the repainting of the snack bar, and the construction of new concrete slabs. <br />The proposed overhang will stop foul balls from leaving the ballfield area, and provide <br />protection to spectators and other park users. <br />The funds would be allocated from the City's Contingency/Unprogrammed Funds <br />Account, which currently has a balance of $34,775. As a matter of reference, the City <br />Council accepted the concept to reserve these funds for future allocation to the Colton <br />Museum Restoration project, should construction bids exceed the amount of funds <br />currently available in the project account. Should the Council approve the <br />reprogramming request, staff is prepared to solicit bids contingent on approval by the <br />County ECD Department. <br />Item #17 <br />
